وزيرا خارجية مصر وكازاخستان يعقدان محادثات ثنائية في القاهرة

عقد وزيرا خارجية جمهورية مصر العربية وجمهورية كازاخستان محادثات ثنائية في القاهرة يوم ٢٢ أكتوبر ٢٠٢٦، حيث رحب الوزيران بالزخم الإيجابي على مستوى العلاقات الثنائية، مجددين التزامهما بتوسيع التعاون في المجالات ذات الاهتمام المشترك، فضلًا عن تنسيق المواقف إزاء القضايا الإقليمية والدولية. كما تطلع الوزيران إلى الاحتفال بالذكرى الخامسة والثلاثين لإقامة العلاقات الدبلوماسية بين البلدين في عام ٢٠٢٧. ومن جانبه، قدم الجانب الكازاخي التهنئة إلى السيد الوزير وجميع أعضاء وزارة الخارجية بمناسبة الذكرى المئوية الثانية للدبلوماسية المصرية.

شدد الوزيران على الدور الهام للجنة الحكومية المشتركة بين مصر وكازاخستان، باعتبارها آلية رئيسة لتعميق وتوسيع نطاق التعاون الثنائي في كافة المجالات ذات الاهتمام المشترك، كما أعربا عن عزمهما عقد دورتها السادسة في أستانا في موعد يتفق عليه الجانبان.

أكد الوزيران التزامهما بعقد المشاورات السياسية وتفعيل الآليات الثنائية ذات الصلة بشكل دوري، على مستوى الوزارء وكبار المسئولين، بما يسهم في مواصلة تعميق العلاقات السياسية والاقتصادية. وشددا كذلك على ضرورة العمل المشترك لتنفيذ الاتفاقيات القائمة، وتسهيل إبرام اتفاقيات جديدة في مختلف مجالات التعاون.

ومن جانبه، أعرب الجانب المصري عن أهمية الإصلاحات السياسية والدستورية التي شرع فيها الرئيس قاسم جومارت توكاييف، بما في ذلك إنشاء البرلمان الكازاخي الجديد بنظام المجلس الواحد "قورولتاي". وأعرب الوزيران عن اهتمامهما بالحفاظ على التواصل والتبادل البرلماني بين الهيئات التشريعية في البلدين.

وعلى الصعيد الاقتصادي، اتفق الوزيران على العمل معًا في المجالات التالية:

أ.زيادة حجم التبادل التجاري الثنائية، وتيسير الزيارات المتبادلة للوفود التجارية، وتكثيف تبادل المعلومات حول فرص الاستيراد والتصدير.

ب- الاستفادة من الفرص الاستثمارية المتاحة لدى الجانبين، لا سيما في مجالات تطوير النقل والخدمات اللوجستية، بما في ذلك الفرص التي توفرها المنطقة الاقتصادية لقناة السويس، من أجل تعزيز الربط والتكامل مع الأسواق الإقليمية والدولية وممرات التجارة والنقل الأخرى، ومنها ممر النقل الدولي "الشمال-الجنوب" والممر الدولي عبر بحر قزوين "الممر الأوسط"، وذلك إدراكًا لما يتمتع به "الممر الأوسط" من إمكانات تلعزيز الربط بين آسيا الوسطى وإفريقيا، وبالنظر إلى الدور الاستراتيجي لمصر كبوابة للنفاذ إلى السوق الأفريقية. 

ج- تعزيز التعاون في مجال الطيران المدني، لا سيما من خلال العمل على تسيير رحلات جوية مباشرة بين القاهرة وأستانا في أقرب فرصة ممكنة، بما يعزز الروابط بين الشعبين، ويُنشّط السياحة، ويُسهل سفر رجال الأعمال، ويدعم حركة التجارة والاستثمار.

د- تفعيل مجلس الأعمال المصري-الكازاخي كإطار هام لتشجيع التواصل الوثيق بين مجتمعي الأعمال في البلدين، وتيسير بعثات الأعمال، وتحديد الفرص الاستثمارية، ودعم الشراكات المباشرة بين الشركات في القطاعات الحيوية، بما في ذلك التصنيع وتوطين الصناعات.

ه- تطوير تبادل الخبرات في مجالات تكنولوجيا المعلومات والرقمنة، بما يشمل التحول الرقمي للخدمات الحكومية والاجتماعية من خلال تبادل المعرفة، واعتماد حلول تكنولوجية فيما يتعلق بالخدمات الحكومية الإلكترونية والأنظمة الذكية، وتقنيات الفضاء.

و- مواصلة التعاون في قطاع الطاقة من خلال استشراف الفرص المتاحة في مجالات الطاقة المتجددة، وتحول الطاقة، وتقنيات الطاقة المبتكرة، فضلًا عن تعزيز التعاون في مجالي الإنشاءات وتطوير البنية التحتية.

ز- توسيع نطاق التعاون في مجالي الزراعة والأمن الغذائي، وتشجيع التواصل بين الجهات المعنية وقطاع الأعمال، بما في ذلك في مجالات تجارة الحبوب، والزراعة المستدامة، والبحوث الزراعية، والتصنيع الغذائي، والاستثمار في البنية التحتية اللوجستية.

ح- الاستفادة من الإمكانات الهائلة في قطاع الصناعات الدوائية، لا سيما في مجالات التجارة والاستثمار ونقل التكنولوجيا، وتسهيل نفاذ المنتجات إلى أسواق البلدين، بما في ذلك إجراءات التسجيل واللوائح الأخرى.

٦- أكد الجانبان على أهمية استمرار التنسيق في الشئون القنصلية، واتفقا على ضرورة حماية مصالح مواطنيهما وتقديم المساعدة اللازمة لهم، وتبادل أفضل الممارسات في العمل القنصلي، وذلك وفقًا للقوانين واللوائح الوطنية.
٧- كما اتفقا على ضرورة تكثيف التبادل السياحي والثقافي، من خلال الترويج المتبادل للوجهات السياحية، وتشجيع استراتيجيات التسويق المشتركة، وتعزيز المشاركة عبر ورش العمل والمعارض والجولات الترويجية والفعاليات الثقافية.

٨- وشدد الوزيران على أهمية تطوير التعاون التعليمي والتبادل الأكاديمي بين مصر وكازاخستان، بما في ذلك دعم انتقال الطلاب وأعضاء هيئة التدريس، وإجراء البحوث المشتركة، وبناء الشراكات بين مؤسسات التعليم العالي.

 كما أشادا بالدور الكبير الذي تضطلع به جامعة الأزهر وجامعة "نور مبارك" المصرية للثقافة الإسلامية في ألماتي، وذلك في توطيد الروابط التعليمية والثقافية بين البلدين.

٩- وفيما يتعلق بالقضايا الإقليمية والدولية، أكد الجانبان على الحاجة الملحّة لتعزيز الأمن والاستقرار والتنمية المستدامة، والتمسك بمبادئ القانون الدولي وميثاق الأمم المتحدة. كما شددا على ضرورة تعميق التنسيق فيما بينهما في المحافل والتجمعات الدولية، بالإضافة إلى دفع التعاون في المنظمات متعددة الأطراف.

١٠- تبادل الوزيران وجهات النظر بشأن التطورات في منطقة الشرق الأوسط، وأكدا مجددًا على التزامهما بالحلول السلمية للنزاعات من خلال الحوار والمساعي الدبلوماسية. وأعرب الجانبان عن قلقهما البالغ إزاء التوترات في منطقة الخليج، مؤكدين على أهمية التوصل إلى اتفاق دائم، كما أشادا بجهود مصر الرامية إلى خفض التصعيد ومنع اتساع دائرة الأزمات في المنطقة.

١١- وأدان الجانبان بشدة هجمات الحوثيين ضد المملكة العربية السعودية، وأكدا تضامنهما الكامل مع المملكة، وشددا على أهمية التوصل إلى حل سياسي شامل في اليمن.
١٢- وفيما يتعلق بالقضية الفلسطينية، أكد الوزيران أن حل الدولتين هو السبيل الوحيد لتحقيق سلام دائم في المنطقة، وجددا دعمهما لإقامة الدولة الفلسطينية المستقلة ذات السيادة على خطوط الرابع من يونيو ١٩٦٧، وعاصمتها القدس الشرقية. 

كما أكد البلدان، بصفتهما عضوين في "مجلس السلام"، على أهمية تثبيت وقف إطلاق النار في قطاع غزة، والتنفيذ الكامل لقرار مجلس الأمن الدولي رقم ٢٨٠٣ (لعام ٢٠٢٥). وأعربا عن قلقهما العميق إزاء استمرار التوسعات في المستوطنات الإسرائيلية في الضفة الغربية، وشددا على رفضهما القاطع لأية دعوات أو مقترحات تهدف إلى تهجير الفلسطينيين من وطنهم أو نقلهم أو إعادة توطينهم، تحت أي مسمى أو ذريعة.

١٣- كما أكد البلدان على أهمية حماية أمنهما المائي، وجددا التأكيد على حرصهما على تعزيز التعاون في المجاري المائية العابرة للحدود، بما يحقق المنفعة المتبادلة ولا يؤثر سلبًا على الاستخدامات المائية القائمة. وقد أقر الجانب الكازاخي بأن نهر النيل يمثل شريان الحياة الرئيسي لمصر ومصدرها الأساسي للمياه العذبة. 

وشدد الطرفان على أهمية التعاون بين دول حوض النيل وفقًا للقانون الدولي، بما في ذلك الالتزام بعدم التسبب بضرر، وضرورة الامتناع عن اتخاذ إجراءات أحادية.

١٤- أعرب الجانب المصري عن تقديره للجهود بقيادة فخامة الرئيس "قاسم جومارت توكاييف" لرفع طموح أجندة المياه العالمية بالأمم المتحدة، بما في ذلك المبادرة الرامية إلى إنشاء "منظمة دولية للمياه" تحت مظلة الأمم المتحدة. وقد أخذ الوزيران علمًا بامكانات هذه المبادرة في تعزيز التنسيق الدولي، ودعم حوكمة أكثر فاعلية وشمولًا واستدامة لقطاع المياه.

١٥- أكد الوزيران على أهمية الحفاظ على السلام والاستقرار في منطقة القرن الأفريقي، واحترام سيادة دولها وسلامة أراضيها، ودعا جميع الأطراف إلى الامتناع عن اتخاذ أية تدابير أو ترتيبات أحادية الجانب للوصول إلى البحر الأحمر وخليج عدن، بما يشكل انتهاكًا للحقوق السيادية للدول المشاطئة. وفي هذا الصدد، شدد الجانبان على أن حوكمة البحر الأحمر وأمنه هما مسئولية حصرية للدول المشاطئة.

١٦- رحب الوزيران بالتعاون القائم بين مصر وكازاخستان في إطار "المبادرة العالمية لحشد الالتزام السياسي بالقانون الدولي الإنساني"، بما في ذلك دور مصر بصفتها الرئيس المشارك لمسار العمل المعني بـ "الحرب البحرية"، وجددا عزمهما على المساهمة في الجهود الرامية إلى تعزيز احترام القانون الدولي الإنساني.

١٧- شدد الوزيران على أهمية تعزيز التعاون الدولي لضمان أمن وصمود البنية التحتية الحيوية، بما في ذلك المرافق المدنية، وقطاعات الطاقة والنقل والأنظمة الرقمية واللوجستية من خلال نهج شامل لحمايتها، وبما يتوافق مع القانون الدولي وميثاق الأمم المتحدة.

١٨- أكد الوزيران مجددًا على التزامهما بمواصلة النهج القائم والمتمثل في الدعم المتبادل لترشيحات البلدين في انتخابات الأمم المتحدة والمنظمات الدولية الأخرى.

١٩- انطلاقًا من الجذور التاريخية والروابط الثقافية التي تجمع الشعبين المصري والكازاخي، جدد الجانبان التزامهما بتعزيز التعاون في المجالات الثقافية والعلمية والتعليمية، بما في ذلك من خلال منظمة الأمم المتحدة للتربية والعلم والثقافة "اليونسكو" ومنظمة العالم الإسلامي للتربية والعلوم والثقافة "الإيسيسكو".

٢٠- وفي ختام الاجتماع، أكد الوزيران التزامهما بمواصلة الجهود المشتركة لتعزيز وتطوير العلاقات المصرية الكازاخية في كافة المجالات، بما يعكس الروابط الوثيقة بين البلدين، ويخدم المصالح المشتركة لشعبيهما الصديقين، ويدعم الجهود الرامية إلى تعزيز السلام والاستقرار والتنمية على المستويين الإقليمي والدولي.

JOINT STATEMENT
BY THE MINISTERS OF FOREIGN AFFAIRS OF THE ARAB REPUBLIC OF EGYPT AND THE REPUBLIC OF KAZAKHSTAN

1. The Foreign Ministers of the Arab Republic of Egypt and the Republic of Kazakhstan held bilateral talks in Cairo on 22 October 2026. They welcomed the positive dynamics of bilateral relations and reaffirmed their commitment to expanding cooperation across areas of mutual interest، as well as coordinating positions on regional and international issues. The Ministers looked forward to the 35th anniversary of the establishment of diplomatic relations in 2027. The Kazakh side also extended congratulations to the Egyptian Minister and the entire staff of the Ministry of Foreign Affairs on the 200th anniversary of Egyptian diplomacy.
2. The Ministers emphasized the important role of the Egypt- Kazakhstan Joint Intergovernmental Commission as a key mechanism for deepening and broadening bilateral cooperation across all areas of mutual interest. They expressed their intention to convene its sixth session in Astana at a mutually convenient date. 
3. The two Ministers affirmed their commitment to convene the Political Consultations، and relevant bilateral mechanisms on a regular basis at the Ministerial and senior officials’ levels in order to further foster political and economic relations. They also stressed the need to work jointly to implement existing agreements and facilitate the conclusion of new agreements in various fields of cooperation.
4. The Egyptian side recognized the importance of the political and constitutional reforms initiated by President Kassym-Jomart Tokayev، including the establishment of Kazakhstan’s new unicameral Parliament، the Kurultai. The Ministers expressed their interest in maintaining interparliamentary contacts and exchanges between the legislative bodies of the two countries. 
5. On the economic front، the two Ministers agreed to working jointly on the following areas:
(a) Increasing bilateral trade volume، facilitating reciprocal trade missions، and intensifying the exchange of information on import and export opportunities.
(b) Capitalizing on investment opportunities on both sides، notably in transport and logistics development، including those offered by Suez Canal Economic Zone to enhance connectivity and complementary with regional and international markets and other trade and transport corridors، including the north south route and the Trans-Caspian International Route (Middle Corridor)، in recognition of the Middle Corridor’s potential to strengthen connectivity between Central Asia and Africa، and Egypt’s strategic role as a gateway to African markets.
(c) Enhancing collaboration on civil aviation، particularly by efforts to launch direct flights between Cairo and Astana at the earliest opportunity in order to strengthen people-to-people ties، boost tourism، facilitate business travel، and support trade and investment.
(d) Reactivating the Egypt-Kazakhstan Business Council as an important framework to encourage closer contacts between the business communities of both countries، facilitate business missions، identify investment opportunities and facilitate direct partnership between enterprises in key sectors، including in terms of manufacturing and localization of industries.
(e) Advancing exchanges on IT and Digitalization، including by digital transformation of government and social services through knowledge sharing and the adoption of IT solutions in e-government and smart systems، and space technologies.
(f) Pursuing energy cooperation by exploring opportunities in renewables، energy transition، and innovative energy technologies، as well as promoting collaboration in the fields of construction and infrastructure development. 
(g) Expanding cooperation in agriculture and food security، and encourage contacts between relevant authorities and businesses، including in grain trade، sustainable agriculture، agricultural research، food processing and investment in logistics infrastructure.  
(h)  Making use of the huge potential in the Pharmaceutical sector in the areas of trade، investment، technological transfer، and facilitating access of products to both markets، including registration and other regulations. 
6. The two sides affirmed the importance of continued coordination on consular affairs. They agreed on the need to protect the interests of their nationals and to extend the necessary assistance to them، as well as to share best practices in consular affairs، in accordance with national laws and regulations.
7. They also agreed on the need to step up tourism and cultural exchanges، particularly by the reciprocal promotion of destinations، encouraging joint marketing strategies، and fostering engagement through workshops، exhibitions، roadshows، and cultural events.
8. The Ministers emphasized the importance of expanding educational cooperation and academic exchanges between Egypt and Kazakhstan، including student and faculty mobility، joint research and partnerships between higher education institutions. They acknowledged the significant contribution of Al-Azhar University and the Nur-Mubarak Egyptian University of Islamic Culture in Almaty to strengthening educational and cultural ties between the two countries.
9. On regional and international issues، both sides underscored critical need to promote security، stability and sustainable development، and to uphold the principles of international law and the Charter of the United Nations. They also stressed the need to deepen coordination within international forums and groupings، and to enhance cooperation in multilateral organizations.
10. The Ministers exchanged views on developments in the Middle East and reaffirmed their commitment to the peaceful resolution of conflicts through dialogue and diplomacy. Both sides expressed their deep concern over tensions in the Gulf region and underscored the importance of reaching a lasting agreement and commended Egypt’s efforts to de-escalate and prevent the further expansion of crises across the region.
11. The two sides strongly condemned the Houthi attacks on Saudi Arabia، reaffirmed their full solidarity with Saudi Arabia، and underscored the importance of reaching a comprehensive political solution in Yemen.
12. With regard to the Palestinian issue، the Ministers emphasized that the two-State solution as the only viable path towards lasting peace in the region and reaffirmed their support for the establishment of an independent and sovereign Palestinian state along the June 4، 1967 lines with East Jerusalem as its capital. The two countries، as members of the Board of Peace، stressed the importance of underpinning the ceasefire in the Gaza Strip، the full implementation of UN Security Council Resolution 2803 (2025). They expressed their deep concern over continued expansion of Israeli settlements in the West Bank، and underlined their categorical rejection of any calls or proposals for the displacement، relocation or resettlement of Palestinians from their homeland، under any label or pretext.
13. The two countries reaffirmed the importance of safeguarding their water security and reiterated their commitment to advancing cooperation on transboundary watercourses in a manner that achieves mutual benefit and does not adversely affect existing water uses. The Kazakh side acknowledged the Nile River as Egypt’s primary lifeline and source of freshwater. Both sides underscored the importance of cooperation among Nile Basin countries in accordance with international law، including the obligation not to cause harm and the need to refrain from unilateral measures.
14. The Egyptian side expressed its appreciation to the efforts led by H.E. President Kassym-Jomart Tokayev to raise the ambition of the United Nations global water agenda، including the initiative establish an International Water Organization under the auspices of the United Nations. The Ministers noted the initiative’s potential to strengthen international coordination and promote more effective، inclusive and sustainable water governance.
15. The Ministers emphasized the importance of maintaining peace and stability in the Horn of Africa، and respecting the sovereignty and territorial integrity of its states، calling on all parties to refrain from taking any unilateral measures or arrangements that allow access to the Red Sea and the Gulf of Aden in violation of the sovereign rights of the coastal countries. In this regard، the two sides stressed that the governance and security of the Red Sea are the exclusive responsibility of its coastal states.
16. The Ministers welcomed cooperation between Egypt and Kazakhstan under the Global Initiative to Galvanize Political Commitment to International Humanitarian Law، including Egypt’s role as a co-chair of the workstream on naval warfare، and reaffirmed their intention to contribute to efforts to strengthen respect for international humanitarian law.
17. The Ministers underscored the importance of strengthening international cooperation to ensure the security and resilience of critical infrastructure، including civilian، energy، transport، digital and logistics system، through a comprehensive approach to their protection، and in accordance with international law and the UN charter.
18. The Ministers reaffirmed their commitment to continuing the established practice reciprocal support for their countries’ candidatures in elections to the United Nations and other international bodies.
19. Following the historical roots and cultural bond between the Egyptian and Kazakh peoples، the two sides reiterated their commitment in cultural، scientific and educational cooperation، including within UNESCO and ICESCO.
20. At the conclusion of the meeting، the Ministers reaffirmed their commitment to continuing joint efforts to strengthen and develop Egyptian - Kazakh relations in all fields، in a manner that reflects the close ties between the two countries، serves the shared interests of their friendly peoples، and supports efforts to promote peace، stability and development at the regional and international levels.
